She's not actually a villain. Neither tobita is a villain they are just Pretend to be villains and do mischievous things for fame. In the new chapter they are more or less good guys. If from the start tobita was doing heroic staff for he's videos manami aiba would still assist him in his heroisms. But they need license to be heroes.
