You missed one of the Anime’s most blatant mistakes; Sawyer’s Slurpuff used Electro Ball. This wasn’t even a translation error, it literally just uses the move.
Pokemon having illegal movesets in earlier gens is really busted if you think about it. This was before the age of the internet, so if you saw an under leveled Dragonite with barrier, you'd assume barrier was a TM you missed somewhere and you'd assume Dragonair evolves by some method other than leveling up because your Dragonair at Lance's Dragonite's level wouldn't evolve.
Y'know that's a great question. I thought it might have something to do with a typo in the move index numbers, but Scratch is move number 10 and Hydro Pump is 56. Your guess is as good as mine wartortle

I'm sure gamefreak gave aerodactyl rock slide just to troll us, they knew aerodactyl should have been able to learn that move but "forgot" about it.
