    Sounds to me like the owner had a whole squat operation going for something bigger than just squatting.
    They should investigate them.
    I'm just saying if I owned 3 houses and this was happening, I would give the police permission to do anything. With advisory from my lawyer anyways. Maybe they had a legal reason not to, but it's fishy.

      two houses next to each other full of illegal activity and you don't let police do anything about it.... yep they are most likely doing criminal activity themselves.
