Australian workers need a 4-year TAFE certificate *and* a 4-year apprenticeship before they can legally start their own businesses. Since no one's taking on apprentices, there's a shortfall in tradesmen, and so 'skilled' migrants are brought in to do the work. These migrants don't require a TAFE certificate nor an apprenticeship to start work - "fake it 'til you make it"
