You can but it isn't recommended, might as well just use windowblinds and open shell to get the windows 7 taskbar/titlebar (window border) and the windows 7 start menu

This might be silly question but it is safe to install this on actually hardware, like on laptop without virtual machine?
Yes, it is safe to install on actual hardware. Be prepared for some programs to not work though as it is using an older version of Windows 10.
