In Bad Batch he again orders the kidnapping of children, he also lies to the galaxy about the destruction of Kamino, in Andor and Rebels he also commits many crimes although not directly but in the same way he is held responsible, the Death Star was his idea and is therefore responsible for the genocide that was orchestrated on Jedha and Alderaan.

one minor correction on one of your charges. the 10000 jedi massacre wasn't quite 10000 for two reasons, one: at least a hundred jedi survived the purge, and two: by the time order 66 was executed there were already below 10000 members due to wartime casualties. i can't remember the exact amount but i think it was around 1000 jedi KIA prior to order 66

For some reason the creator has counted Alderaan as a military attack on a military target in time of war by a legitimate government, presumably with civilians as incidental collatoral damage in pursuit of a military object after attempting to minimise casualties. Whereas the attack by the First Order is not during a war. I don't think that's right and really Alderaan is a huge war crime just on its own. Even if Palpatine didn't specify the target, he damn well ordered the Death Star with intent as a controlling mind.

one minor correction on one of your charges. the 10000 jedi massacre wasn't quite 10000 for two reasons, one: at least a hundred jedi survived the purge, and two: by the time order 66 was executed there were already below 10000 members due to wartime casualties. i can't remember the exact amount but i think it was around 1000 jedi KIA prior to order 66

Why did the destruction of the Hosnian system count but not the destruction of Alderaan?
For some reason the creator has counted Alderaan as a military attack on a military target in time of war by a legitimate government, presumably with civilians as incidental collatoral damage in pursuit of a military object after attempting to minimise casualties. Whereas the attack by the First Order is not during a war. I don't think that's right and really Alderaan is a huge war crime just on its own. Even if Palpatine didn't specify the target, he damn well ordered the Death Star with intent as a controlling mind.
