In Bad Batch he again orders the kidnapping of children, he also lies to the galaxy about the destruction of Kamino, in Andor and Rebels he also commits many crimes although not directly but in the same way he is held responsible, the Death Star was his idea and is therefore responsible for the genocide that was orchestrated on Jedha and Alderaan.

@@paulmayson3129 On that same argument, can one be held legally culpable if they are incapable of punishing someone? Between Alderaan's destruction and Tarkin's death, barely 24 hours pass. By the time Palpatine could have been made aware of Alderaan, the Death Star had probably already been destroyed
It's *possible* that in-universe, he could have publicly denounced Tarkin and stripped him of any honours or ranks he had posthumously (just as PR of course). Unlikely, but not necessarily impossible

Attack of the Clones was property destruction as well? Also, the Assassination Chain was not charged?

Property Destruction for destroying all the Lightsabers?

For some reason the creator has counted Alderaan as a military attack on a military target in time of war by a legitimate government, presumably with civilians as incidental collatoral damage in pursuit of a military object after attempting to minimise casualties. Whereas the attack by the First Order is not during a war. I don't think that's right and really Alderaan is a huge war crime just on its own. Even if Palpatine didn't specify the target, he damn well ordered the Death Star with intent as a controlling mind.
