I know I'm late to comment but the stairs referenced are called the Scala Sancta. They were brought to Rome by Saint Helena 700 years before the cruisades (as mentioned.) They are still a pilgrimage site but are now encased in wood for protection. Just FYI

Wait, I don’t think the Isaiah passage says the water doesn’t return. It says that it doesn’t return WITHOUT watering the earth and producing seed. Just like Gods word doesn’t return to him without producing effects. His word doesn’t return to him empty. Is it common that people think that this passage says that water doesn’t return? Does this mean they also think this passage means Gods word doesn’t return to Him at all? ???
That’s a good point and thank you for your comment. Having looked, there is a translational difference in the ESV and NIV, where the NIV seems to favor your understanding and I am inclined to agree that is likely the best way to see it.
