I'm not sure what I'm doing wrong mine comes out like a big huge doily I've tried it twice and it doesn't come out like a little hat with shape. I swear I'm following exactly can't figure out what I'm doing wrong try it twice

I am using 8ply yarn and a 2.5mm hook to try get a similar size. What should the top section measure when finished please?
