    Next to Atkinson, David Haig was hilarious as Grim.

      Nope. There is right to own a firearm in the UK subject to statutory conditions. The Joke here is apparently is that it is OK to turn down every application regardless of its merits if the police disagree with that law. I doubt the social justice warriors here would see the joke if it were a law they cared about.

    Back around the time this program was made, maybe a little earlier, the chief constable of Essex was notorious in the shooting community for being deliberately obstructive to applications for a firearms certificate and imposing security conditions on shotgun licence holders which he had no legal right to do. I believe he was finally forced to administer gun licencing as the law demanded when somebody went to the high court to get an order that he stop fucking about or face contempt charges.
    Although there's no actual right to a firearms licence in the UK a refusal still has to be on reasonable grounds which are either no legitimate need or a risk to public safety. Shotgun certificates are a 'shall issue' licence as long as the applicant is not an ex-con, mentally unstable or otherwise dangerous. If the police refuse an FAC or SGC without valid cause the decision can be appealed to the courts.
    In any event... Inspector Fowler is a comedy character but even a fictional local inspector would not issue licences for firearms. It's done by a dedicated firearms licencing officer, who may even be a civilian, acting on the authority of the chief inspector of the relevant constabulary.
    Just sayin'.

      @G W Not at all. Parliament has decided what the law is on the ownership of firearms and the police are tasked with enforcing it not with extending it. If you have a legal right to do something the opinion of the chief constable of the area you live in is neither here nor there.

    If the individual only has the rights allowed by the community, what rights does the individual really have? Pretty much none, really. Nobody has ever had to struggle for the right to pet a puppy or agree with the government.
    Reminds me of a few court cases I've heard of in the UK where people have been sent to jail for carrying pocket tools. The burden of proof is on the accused to show that they weren't planning on murdering somebody, someday, SOMEHOW, with a pocket tool.

      Rowan Atkinson has two characters he usually plays, the wit, and the halfwit. While the imbecilic Mr. Bean is much more well known in the States, his most brilliant work is when he is the smart one and everyone else are the idiots. I would strongly advise you to look at the fourth season of Blackadder, and yes, that is a very young Dr. House. Hugh Laurie learned how to be smarter than everyone and sassy about it from Rowan Atkinson.

      Continually trying to impress and reassure upon gun owners that all they simply want to do is licence, regulate and control guns (didn't a lot of nice things in history just start out in such an innocuous way?) for 'the safety of the community' of which they presume, and are somehow especially qualified to, to speak for. Yes control guns, but what guns and who for and by whom isn't always made abundantly clear, rather than ban them entirely (with the exception of semi-automatic rifles 'which nobody needs to have except the military and police') although one does get the uneasy sense that they, the 'gun controllers', would not hesitate to institute or support a ban were such an option possible eg. the question put to the populace as was the case with Brazil in 2005.

The fact is, approximately two-thirds of gun deaths in the US are suicides: lawcenter.giffords.org/facts/gun-violence-statistics/. Now, of course, a suicide is a terrible tragedy. But the fact is, the US suicide rate is pretty typical for a developed Western country, higher than some, lower than others: en.wikipedia.org/wiki/List_of_countries_by_suicide_rate. In other words, gun control doesn't prevent suicide; people just commit suicide in other ways.       Its honestly one of the bigger fears of gun rights advocates in america. If some gun hating schmuck gets to decide who is allowed to own a gun, nobody is allowed and the constitution is being violated. Its been done before, where law enforcement in various cities/states demands you prove you absolutely need one (because thats how rights work, yes? You have to prove you have something important to say before the government lets you speak?) then denies the permit anyways. Because clearly if you are in a situation where you feel you need a gun to protect yourself, you are not mentally fit to be trusted with a gun. Circular logic at its finest.

      Do you know the statistics for number of lives successfully saved by a 'good guy' pulling out a gun?
      They're in the negative, because more often than not the bad guy will shoot the person trying to pull a gun on them rather than let them complete the act and get a shot off and also frequently (especially if the good guy in question isn't white) the police will shoot the good guy who is just trying to defend himself, because they were called to an incident of an armed man threatening people and they've just encountered an armed man who (because *he* knows he's not who the police are after and tries to explain that to them) doesn't immediately surrender when ordered.

      In the UK shotgun certificates are 'shall issue' unless there's a valid reason not to which means either a criminal record, mental instability or 'being of intemperate habit'.. A drunk.
      Firearms Certificates are slightly harder to get but if an applicant meets the legal requirements of being a moderately upstanding citizen with adequate security and a valid 'good reason' they cannot legally be refused a certificate.
      Effectively the UK is a 'shall issue' country. If you meet the requirements for a licence and you are refused you go to court and the court orders the chief constable to issue the licence.
      There are Home Office and ACPO guidance that make it very clear to local firearms licencing officers that refusal of a licence to somebody who is entitled to one won't stand up in court and should be avoided.

      @@axelord4ever first of all, if you didn't notice, these are Brits and therefore not at all bound to care what the US Constitution says. Second, that's "The Right of THE PEOPLE to keep and bear arms..." not the right of the individual. The personal right to own weapons was made up by the Supreme Court in 2008, having never existed before, and having been routinely rejected by American courts, for over two centuries. Third of all, even if such a right had been written into the Constitution, which it never was, it would still be a bad idea. Slavery and prohibition were both written into the Constitution, and later written out, meaning simply being written into the Constitution doesn't make something necessarily worth keeping. As for why it is a bad idea, I would suggest you watch the video above. Rowan Atkinson makes the argument quite well, I thought.

      @@DraculaCronqvist Why restrict the individual? Just because a few people commit crimes doesn’t mean everyone else should be punished, collective punishment is ineffective. We still have shootings ( a lowish amount for a large island) but plenty of stabbings. Soon you’ll see knife restrictions, then martial arts, cars etc. People find a way to kill each other. It’s going to happen.
      Also the US still has lots of ways to stop the insane and criminals from buying weapons. It’s not actually possible to just buy one upfront even in Kanas, Texas, Arizona, Utah etc. Depends on the state, yet there are waiting periods, background checks (depending on the state the extent will vary), you need ID, to be of age etc. Don’t get me started on the tax on automatics, it’s very hard to get one even in most red states. Yet they don’t kill most people, it’s handguns,and knives. Because criminals don’t care, however if they know a house is armed even an armed robber is far less likely to commit home invasion. Thus, I don’t see the harm in ‘your home is your castle’ laws.
      Why do people think we need one extreme or the other? I’m actually happy for some laws to be different in some countries, does Luxembourg really need to have open carry? The US however, does.
      Much of it is still quite rural so police responses could take up to an hour for a very rural state like Oklahoma or Wyoming. You just cannot depend on the police, I don’t. They ignored my hit and run and I live rural.
      Anyway, the UK needs much better self defence laws at least, they are abysmal.

On the other hand allowing someone to own a gun could put their neighbours in danger of serious injury or even death (notice that I didn't say it would put them in danger). Cars are a closer match to guns as they can be dangerous if misused, the problem with using cars as an analogy is that, for a lot of people, having a car as transport is essential to them functioning in society while, for most people, that isn't true for guns.

      @Fidelity Are you saying the homicide rates remained the same and were replaced perfectly with alternative tools than firearms? I find that hard to believe, but even if it was equal, it's still a win if less lethal weapons are now being used; I would never use that as an argument to say that firearms are a good idea because people are killing each other with other methods. Statistically countries that do not permit firearms have much lower murder rates, and even if on occassion someone does do a mass shooting, giving everyone guns to MAYBE protect the individual if this does happen to happen isn't worth the consequences of arming everyone with guns and thus, more killings are happening everywhere in the country.
      I mean realistically do you actually keep guns to protect yourself from your government, or is it just an ideology? What, are you going to start a revolution and go out on the street and shoot government officials in some sort of patriotic anti-oppression war that's soon to come one day because your government will reign tyranny over you? If you think that's going to happen I think you need to move to another country, and if you think that's something that will always happen as long as people don't have weapons, well I don't know what to tell you.
      Do you actually sit your gun at home and say, this is for me to kill my government if they ever try to impose authoritarian force upon me?

      OMG no I have not!
      The last thing that will make me freer is a load of armed civilians! The British Army trained me in weapons use and I can still remember a couple of incidents when I learnt that, until you have had an NCO teaching you until it is second nature, you should not be allowed to handle one unsupervised.
      I would not approve of only people who had been in uniform being allowed guns. That would not be a good sign for democracy. The only alternative is nobody should have them unless uniformed and under disciplinary control.

      So what happens when an angry mob sets firr to your house, because some rumor spread online that there was child trafficking taking place there, and the police basically do nothing?
      I ask because that exact scenario played out in Milwaukee only a day or two ago and the innocent couple, with a newborn baby, that lived there lost everything.
      I've seen more than enough accounts of the police in the UK simply telling people calling for help that, "they had no one they could send."

      @@wscottwatson So you wouldn't want people who had experience handling guns because that would be undemocratic but you would be fine with somebody owning a gun if they are in the service because they high-ups so that makes it all OK. It seems to me that you been baking in the sun too much mate.

      @@wscottwatson This old adage is more than enough to refute you, sir. When seconds count cops are minutes or hours away. Or to put it so that you might fully understand it. 6 men are approaching your wife looking to do "everything" to her. Against her consent. Standing agest them. Do you want to be holding a phone or a gun? We in America want the gun. Not some empty promise form a government. like in Seattle.

      Comedy has always tackled social issues with humour. It passes most people by or gets written off due to the fact that it's a comedy. It was spot on here.

      @@Syklonus It's not often mentioned but the original job of the court jester was to make fun of everyone, including kings, and their guests in order to relieve tension and also the point out when someone was being hypocritical or otherwise acting out of order. They were meant to play the fool while also being clever enough to see through the bullshit.

      It doesn't. It doesn't even pretend that the "pro-gun"-side has any legitimate argument (which it doesn't). It ends with the words "Then you're quite clearly mad", which is exactly what pro-gun people are.

      @@shannonmcelligott837 Because a gun enables you to kill a fuckton of people, so that's self-evidently not a good idea. You cannot achieve such a kill-count with a knife before you're taken down by the police or a neighbor. With your reasoning, we could all own missiles and you'd probably fail to see why that's a bad idea. You can defend yourself very much with a knife or a baseball bat or a taser. You do not need a gun for self-defense. There are methods of self-defense that work very well, without giving you the power of wiping out an entire neighborhood or town.
