Borland is a creative guitarist, not the best ever, but he is good at guitar, he knows how to play. He chose to make riffs that fit the songs they wanted to write. Not too much, not too little.
Also "greatness" doesn't translate exactly to ability. He's great because he reached so many people. The guys you listed are really good at guitar but they're boring to me. Most people don't care how many arpeggios or scales they can shred per second. People want music that they resonate with. Simple songs with easy riffs can do that
I would 100% of the time choose to hang out with Wes Borland over anyone you listed, and I'm not even a huge fan of Limp Bizkit
