@@goucho3320 I don't think people rebuild believing it won't happen again, they rebuild to give themselves more time to remain living on the property. I know several folks with riverfront properties and the enjoyment they get is well worth the ocassional major disruption. If a person falls down and stands up again knowing they may fall again some day that is not insanity...it's just reality.

@@goucho3320 It's become a yearly event? Nationwide there have always been some percentage of properties flooded but no it's generally NOT THE SAME properties flooding on an annual basis. If waterfront properties had the huge lack of desirability the OP suggested they wouldn't sell for huge premiums. We aren't talking about hunting shacks sitting in the lowlands along the Kankakee..no question some areas really were never appropriate for long term development but that isn't the case with properties subjected to the occasional freak weather event.
I went into Subway today to get a healthy sandwich. The older lady behind the counter helped me and started preparing my sandwich for me. She out of nowhere fell to the ground and started convulsing and shaking. the other teenage girl there just stepped over her and finished up my sandwich as the lady lay on the ground shaking. The two teenage girls that work there just laughed it off and said "Oh, she does this all the time." I peeked over the counter to see the lady foaming at her mouth. I then paid for my sandwich and left the establisment.
She was having an epileptic seizure and you should have assistant the woman and getting medical attention and possibly helping to Aid her while going through this ordeal
