You can have an AB3 WEX2 talisman tho, max slots it can have are 3 1 1 or 4 0 0. Whether it's hacked or not is another debate lol, but it's possible to have it
Yes you can lol. Especially with the new meld option. It's not as unobtainable as it once was. Those augments are a different story but with minimal melds I've already upgraded my atk 3 2/1 slot to atk3 coalescense 1 3/1 or atk3 foray 1 2/1
Talisman is theoretically possible to get. Even if its modded, who cares? Speedrunners don't want to waste weeks grinding this game to roll the RNG. That's not what shows skill. PC players use mods to get the min max gear so that they don't have to waste time grinding. Otherwise, the best speedrun times would come down to whoever got luckiest with RNG rolls. Consider the fact that he grinded this monster for at least 10 hours to get this run. If he didn't use any mods, he'd have to grind the game for hundreds of hours to optimize his gear before he could even start attempting speedruns.
It took probably 10 hours of speedrun attempts to make a 4 minute video. Imagine if he wasted weeks grinding to anomaly level 200 to get all the highest level materials, and spent weeks rolling the RNG for armor. People who want to speerun HAVE to use mods to get the optimized gear, otherwise they'd have to spend weeks grinding the game to min max before they could even start attempting speedruns. Otherwise, all of the speedrun records would be held by the people who got the luckiest with RNG
Other people have made the point already, but people engage with the game differently. It's one thing if the gear was cheated to be beyond what's technically allowed, it's another to skip XX hours of grinding in order to start perfecting a speedrun. For me,I don't have the patience or skills to speedrun. I'm slowly grinding anomaly levels and having fun with it, but I'm engaging with the game differently.
The RNG creep in Monster Hunter as a franchise has gotten worse with each new iteration, and it's currently completely out of control. Modding in talismans and qurious armor with legal stats is fair game. The only cheat would be stuff that the game cannot legally generate. I would love the franchise to return to its roots in this regard so modding is no longer required for speedruns. That would mean no investigations or melding. If Talismans were to stay, they would have to be craftable like any other piece of equipment. There is already RNG in the form of monster materials, an extra layer massively reducing the odds of making desired builds was not necessary or desirable.

Just because you have to sacrifice a goat just to get a mediocre talisman on switch doesn't mean it's not possible to get AB3 WEX2 3-1-1 talisman
