What's the difference between 他没有来 and 他不来？

他不想来，所以他没有来 = "He didn't want to come, so he didn't come"
他不想来，所以他不来 = "He doesn't want to come, so he won't come"
Some verbs, like 想, are negated, not with 没有, but with 不, even in the past.
This can get quite confusing for us 老外.
