Game said the Biggest Rapper in Detroit, not the Biggest Rapper out of Detroit. Eminem has never been the biggest Rapper In Detroit.
The song is called The Black Slim Shady, the whole concept is Game being the Black Slim Shady, so of course he was going to do an imitation of Eminem so of course he would use other flows and songs by Eminem.
There are other example but I will let you find them yourself.
The only time I've ever been "impressed" by rhyming the same words was in middle school. We had a rap battle and some kid said:
