There is a science in anti-doping measures and millions of dollars are put into it. Until anyone is caught, you can't prove they're using PEDs. Jon Jones was caught 3 times and served two suspensions for having steroids in his system. Hell, he still has roids in his system to this day from the usage...
Second of all, anyone taking any kind of substance is taking it for the benefits it brings to his system. There is a reason why Lance Armstrong was injecting EPO needles in his ass despite the major health risks it brings. There is a reason why Jon Jones is taking steroids. They help build muscles way faster than the normal, help with speed, endurance and recovery, make you train way harder and recover way faster than an athlete who's not using any. So all of your technical work is condensed, making you able to drill more, refine your techniques and add more tools to your strategical arsenal in a short amount of time while being able to recover and add in more work the next day, while your opponent who's not on any PEDs is resting and recovering from his grueling workout.
All of this gives you confidence in your "unorthodox" techniques and your aura of invincibility.
Finally, if you sign on the dotted line in your contract that you're not going to be on any PEDs for the fight, and go and take them, and get caught many times while doing it, you should be banned for life and sued for everything you gained while cheating.
