Human government is not necessarily ordained by Yahweh. Yahweh may allow an evil government to exist but doesn’t ordain it. This is the key to understanding Romans 13. I will try to learn more, but as far as I remember, bearing false witness is what is forbidden ( ie: situations where the innocent can be harmed by false testimony), but there is no total ban on lying and there are several examples of lies being told in the Tanahk- justified or not.
