You can get a black octane by buying the WWE Roman Reigns decal.
Then you make the upper color paint finish Bling ( the decal only allows the color black on it)
The second color you chose black and the paint finish Denim.
They tried preventing it by making the secondary black turn into gray , but when you use that combo of paint finishes, it does work.

The WWE Roman Reigns decal can give you the black car look. Since the primary color is already black, all you do is put the secondary color as black, and put the primary finish as bling and secondary as denim

I just can’t believe that we don’t have full customization of our cars. Like people would literally just play the game if it had super personal car customization. I don’t know why they haven’t added just a few simple features.

There is a really good way on console now by buying the WWE summerslam decal and using a bling&denim finish you can make it appear completely black in a game and its a matte like finish aswel. Give it a try while its still in the shop and their are some alternatives if you don't own bling or denim.

Its a bit more luck to have it but if you do the same colors you do on the Monster Cat decal but on Neural Network it's a nice matte black
