I have a couple of questions, as you didn't really describe what the actual situation was. Did you had book 1. Cabin 1. Luggage or did you only book 1 Cabin (8kg)? If you had both cabin and luggage, then did they allow you to check in your luggage and carry one cabin? What I understood is that you wanted to carry two cabin baggage (1 hand carry and 1 laptop) and they didn't allow this, which is technically correct.

Cabin bag and personal item are different.
Cabin bag = 7-8 kg hand carry luggage.
Personal item= Laptop/Camera Bag

Don't worry they don't go for dimensions but not sure about 2kg, it depends on who is going to do your boarding.
What about legroom bro in pegasus ? Normal seats are comfortable for 5ft20inch tall guy or should I book extra legroom seat

I booked 1 cabin bag (8kg), and 1 cabin bag (20kg).
And I took one cabin bag(8kg) and one laptop bag along with one booked luggage bag.
