depending on the hardware the Graphics card is not that important on lower resolutions and settings but unfortunately, Starfielt does not have many possibilities to turn down CPU load so you still need a pretty strong CPU. for 30-40 FPS a Ryzen 2600 or a i5 9600k might be enough
the 2070 might be fine when turning down settings but the i5 is probably cutting it pretty close. fortunately the cores are pretty fast so you might get 30-40 FPS minimums

5600X with 6700XX and 16gb memory runs native ultra 50 1440p and 60fps 1080p

I went from a Ryzen 5 5600X to a Ryzen 7 5800X3D, which is paired with my EVGA FTW 3080 ULTRA

I've tuned my ram secondary timings and have optimized for latency. I think 16GB is still fine. At the end if the day this is a Bethesda title.
