how it would work:
starting with the majors, roll to see who becomes their master. Anyone who becomes a master is also taken off the puppet list.
then, in alphabetical order, go through every single country with the same system.
if there is a country left (cba to math it out), just meme them like make them a puppet of luxemburg or tannu tuva or smth

However in hoi4 the weakest nation is france cause of ideology and borders
nah for borders they are the strongest with the Maginot line one Germany, a line of mountains with Italy and Spain and if you build forts you can just sit there as those three smash into your lines, but for ideology and general start they suck.
Stoßtruppen yeah but this also mean that you have 3 borders with 3 major nations that could claim your land and a large costline were there were tons of landings
but really the only ai who do landings are the allies and Japan, and again by land you have the best defensible positions out of any nation in the game. If you just spend the majority of your time building forts on your border and you get level 10 forts you will be able to take on every single country bordering you and you can just sit there and let them just throw their men against your lines and you can just drain them of their manpower and then steamroll over them.
