This is all generally true, although school uniform rules vary a lot by school. Private schools tend to have stricter rules and uniforms and usually start in elementary school. Public schools often have no official uniform, although there are dress codes and rules.
Personally speaking from experience, I can say it’s nothing like in anime. For example, the roof is locked at all times expect emergencies. We practice sports for 6 times a week. Entrance exam material is not taught in schools, rather most students go to a cram school otherwise known as a juku

I get that...I went to school in Jamaica, where all the school had dress code, and private schools with dress code. I would've been okay with it, but I'd rather wear my own clothes. Personal preference, really.
Japanese teach that you are only a part of the whole, the whole can not survive without you being a part of it. You should not be different from others, instead work to bring everyone up to your level.
Honstly, I like wearing a uniform. When I moved from London to Rome 2 years ago, I had massive issues with choosing what to wear. Me and my mum often argue on what I should wear because I have a comepltely different taste to hers. Going out for shopping is literally a nightmare for me. I also just genuinely like the feeling of wearing a suit. I've gotta say that I enjoyed wearing a uniform way more than I enjoyed wearing my casual clothes ngl
The uniform thing also happens here in Trinidad. Head to toe, there are rules about what you can wear and how. Uniforms are a plus though, as it takes the pressure off of kids, who can't afford the 'best' of everything. So they don't feel alienated (at least in that way).
The best way to set standards is through free market competition. Each school selects text books from publishers that are in competition with each other. Parents vote with their feet if a schools standards are not up to scratch.
The teacher only exists to move the plot forward. Also, the school roof is pretty much their cafeteria. Ignore the actual cafeteria. That's where monsters attack.
