The Home Secretary has called for an 'full and urgent investigation' after footage surfaced which appears to show a loose cow being rammed by a police car.
In the video, which surfaced online on Saturday, a Surrey Police vehicle can be seen to slam into a cow that is standing on a residential street.
The stunned cow then gets to its feet again, before being rammed by the police car a second time.

10:24 Manu in Hornchurch thinks the police made a mistake under pressure.
11:44 Helen in Rugeley can't believe this decision was taken
After the footage surfaced online, James Cleverly posted to X: "I can think of no reasonable need for this action.
"I've asked for a full, urgent explanation for this. It appears to be unnecessarily heavy handed," the Home Secretary added.
The incident took place in Staines-upon-Thames, a market town in northwest Surrey, England, on Friday evening.
As part of the video, Bystanders can be heard reacting in shock and horror to the incident.
Following the emergence of the footage, Surrey Police issued a statement, with the force noting it responded to reports of a loose cow in Staines-upon-Thames at around 8.55pm on Friday evening.
The police note that the "cow was running loose throughout the evening on a number of main roads and during this time, we received numerous calls from the public reporting a car being damaged and it running at members of the public.
"Given these reports, officers were extremely concerned about the public’s safety, and over a period of a number of hours tried a number of options to safely capture the cow.
"Unfortunately, these were unsuccessful, and the decision was made to stop it using a police car. This matter has been referred to our Professional Standards Department.
"The Independent Office for Police Conduct (IOPC) has been notified and a voluntary referral will be made in due course."
The cow was eventually moved to a nearby farm during the early hours of June 15, according to the force, assisted by a member of the public.
Following the news, a spokesperson for the Independent Office for Police Conduct has now said: “We have been notified by Surrey Police about this incident and that a referral will be made in due course.
"When we receive it we will carry out an assessment to determine what further action is required by us.”

Whatever for? A lost calf will follow a person that's talking to it.
All they needed to do was herd it into a garden until the farmer could get to it. That however would have required a police officer with a functioning brain.

As someone living on a cattle farm and working with cattle on a regular basis I’m absolutely furious at this display of idiocy . Cattle are docile at the best of times and this animal could have been dealt with easily without the need to treat it like that. Shame on you. Shame on you .
They are lovely animals. Like big dogs.
I hope the police don't pass the blame down to the lower ranks - everyone involved in giving that order and carrying it out, from top to bottom, needs to be held to account.
Police officers need to be sacked!
And charged!
And jailed!
Did they try not ramming it? Like, getting out of their car, walking up to it, putting a hand on it, and calming it down then leading it home?
Indded.
I live in Wales. We frequently have sheep, new calves, cows, ponies, dogs & cats escaping. Normally someone will get on our local town Facebook group to let everyone know and contact the farmer if they know whose animal it is. The animal will be safely guided to where it can be rescued. I have NEVER, EVER in 60 years seen this method of catching a cow! Horrific.
Cows Lives MATTER!!!
Hitting with a car and then hitting it again and clearly pinning it's head under the front of the vehicle. Lunacy once again from the police force.

So in trying to deal with this issue over the course of a few hours this was the best idea they were able to come up with?... Doesn't say much for those involved.
I hope there's a local journalist out there willing to really look into exactly what went on here. Make freedom of information requests for any and all police videos, radio communications, text messages, etc regarding this matter. If somebody does, I would not be surprised if these officers, this department, completely failed to engage or even try to engage with outside experts - the final outcome, ramming an animal with a motor vehicle, just screams of that level of disregard and incompetence.
Absolutely disgraceful. Ramming a cow with a police car on a public street and then running it over a second time! Children were probably watching through their bedroom windows.

Surrey Police need to sack those officers or whoever gave the order to do this.
That's a frightened baby animal and this is animal abuse. These oxygen thieves need to be held accountable.
Poor cow. Run for you life
Imagine being an animal, far from your natural habitat, overwhelmed by fear. That fear is what caused a frightened calf to behave protectively around humans. Yet, our police-tasked with protecting and serving-chose to respond by using their vehicle, a one-tonne machine, to strike the animal not once, but twice. This alarming action highlights a serious need for better training and awareness among police. Driving a heavy vehicle into a living being can cause severe injury or death, a very common sense statement but worth saying. We must demand that our police use their power with greater care and compassion.
This is absolutely disgusting.
In my experience stray cows are not dangerous except perhaps to traffic on a busy road, I have several times had to deal with them myself. They are usually found in rural locations and are best dealt with by country people who know what they are doing, not woke, townie policemen. Nothing should be done to alarm the cow, and they can usually be steered either into a field or into a quiet side road. A phone call to a local farmer will persuade him to come and collect the cow if that is necessary. A worse incident than this was reported in the Daily Mail about ten years ago when an army of policemen, a helicopter and an armed response team arrived to deal with a cow grazing peacefully at the side of a country road. The cow was shot.
This idiot should be prosecuted and sacked this was absolutely disgusting and unacceptable
