झूठी FIR का क्या करेंगे फिर। वो भी तो बता देते अफसर साहब। दिन में 10-10 होगीं फिर
किसी और कार्यालय में प्राथमिक सूचना देने से पुलिस अधिकारियों पर गाज गिरनी बंद तो नहीं होगी । ऐसे में पुलिस अधिकारी मामले को जल्द से जल्द निपटने के लिए किसी निर्दोष व्यक्ति को गिरफ्तार कर सकते हैं या कुछ मामलों में झूठी गिरफ्तारी कर के खानापूर्ति द्वारा एफआईआर का बोझ हल्का कर सकते हैं जिससे समाज में और ज्यादा तनाव बढ़ेगा ।
मेरा सुझाव
एफआईआर की संख्या के आधार पर पुलिस अधिकारी के कार्यों का मूल्यांकन करने की बजाय सर्वाधिक एफआईआर दर्ज कर सर्वाधिक मामलों का निस्तारण करने वाले थानों को सम्मानित किया जाय।
कम एफआईआर दर्ज करने वाले थाने की विशेष जांच दल द्वारा औचक निरीक्षण द्वारा जमीनी सच्चाई प्राप्त कर कार्रवाई करनी चाहिए ।
आनलाईन एफआईआर तथा 1090 जैसी योजनानुसार दर्ज एफआईआर की उन क्षेत्रों की विशेष जांच की जाय।
मीडिया के खिलाफ कुछ कड़े कानून बनाने की जरूरत है। किसी मुद्दे के अर्धसत्य के आधार पर न्यायाधीश बनने वालों पत्तलकारों को पत्रकारिता तथा राजनीति से हमेशा-हमेशा के लिए बर्खास्त कर देना चाहिए ।
एक कानून यह भी हो कि पत्रकारिता से जुड़े लोगो की राजनीतिक दल की सदस्यता स्वतः समाप्त हो । यदि वह किसी राजनीतिक दल से जुड़ता है तो उसकी पत्रकारिता पर 30 वर्ष के लिए प्रतिबंध लगना चाहिए ।

Five ways to solve this problem:
1) To solve a problem we must first recognize that it exists. If there are too many crimes in a PS then it is worse to shove them under the carpet than acknowledge the situation. So the first step is to dissociate the number of FIRs from the Key Performance Indicator of the PS. That way the SHO will not feel pressurised to under-report cases.
2) Secondly, FIR registration should not be decided by the Police Station in-charge. It should be something like an online complaint. If not online people can drop in an FIR in a complaint box. The only thing to verify in that case would be the identity of the complainant. If that is genuine then it should be allowed. To prevent false cases there should be severe penalties for registering frivolous and false cases and a warning to that effect to general public should be made sufficiently clear before someone registers a complaint.
3) Thirdly Police should be trained regularly (possibly few hours every week) to newer and faster methods of investigation, criminal psychology, treating public with empathy etc. One reason why Policemen are also reluctant to take on a case is perhaps that they feel that they will not be able to solve it and be disgraced for it. Regular training and skilling will remove such lack of confidence.
4) Fourthly, increase the number of policemen per lakh of population. The current ratios are dismal compared to standards of developed nations. If possible provide better housing facilities for policemen and insurance and/or job to next of kin in case of death in the line of duty. Also try to outsource paperwork, database management and other routine stuff to private agencies so the police can focus on their job.
5) Lastly, appoint dedicated and ethical officers. This may sound utopian but it is possible. Tata group does it so well that their employees put their lives in the line of fire to save guests at the Taj Mahal Hotel terrorist attack on 26th November 2008 in Mumbai. The secret is to put a candidate through well designed tests which reveal their true nature when it comes to ethics and dedication.

In today’s time, these systems should be made online.
After losing mobile I immediately went to police station to file a complaint, as they we're little busy for some emergency case, they asked me to come after two days at specified time with a mobile bill. I went after two days and they immediately filed my complaint without any delay. It was my first experience in police station and they were really good.. 😊😊

Well said, and we as a system is very weak compared to other countries. By not lodging FIR, my own brother went scott free to do bigger crimes. If they had Lodged FIR, thoroughly investigated, larger crime would have been averted. 🙏
Really liked the solution, I would like to share my own experience, I was travelling from Calicut to Bangalore via train when my bag was stolen and I lost my company laptop and other valuables, before reaching my home I got a call from Chennai police that they have found some of my belongings Since they were able to catch the thief they easily logged FIR without any issues.
"The whole thing is Rupaiya" All ex. Govt. people talk the same way. When at job the story is different.

Registration.
1) Once from my bank account money was deducted..and through transaction Id got to know that the money was used in USA and I am living in India and then went to police station for registering fir in morning..policy ask me to seat and till evening I was waiting then he told me that for fir registeration I have to submit my mobile..I wasn't agree because my mob was expensive and my money was gone...
2) I was in Goa working with one company..and someone stolen my laptop..I was having insurance and then I went to police station regularly for 30days and finally fir was not registered..and I wasn't able to claim insurance and loss of 70000 rs..
I don't think police are helpful in such cases better to take precautions and take care of your assets both virtual assets and digital assets.

You deserve it. If you don't have adequate general knowledge about how to enforce your rights, then you should be willing to pay Rs. 500 to a lawyer. When you can't do either of these things you deserve it.
In our country Police is to serve only those people who don't require any minimum qualification, nor they have the retirement age.
@mayur gautam: case 1) happened with me too. My ICICI Bank a/c was wiped out in 3 anonymous transactions. IP address showed US location. Police did absolutely nothing. Wrote a letter to the SP too, but no action was taken.

I thought of the same solution independently. If a separate office is created for registering FIR, that same office can also help in prioritizing the cases, and also be responsible for marking the cases as closed after getting an acceptable closure response from police. Otherwise, police may also start closing cases without investigating at all. It would be like program management and analytics office for the work to be done by the police. It could reduce the work of police also in doing paperwork and allow them to focus on investigations.
A very logical solution for registration of a Criminal case other than by investigating agency. Sir, please try to convey ur suggestions to the appropriate authorities also so that these can be experimented/tested. Though I don't have much knowledge about the law but I firmly believe that every FIR must have an estimated deadline for the completion of investigation and the investigating officer must provide weekly regular updates about the same on a government portal so that the complainants can view and must transfer the case to the higher authority if they fail to solve the case even after the expiry of the deadlines in writing the same on the portal instead of putting the cases in cold sacks and let the culprits enjoy the delay due to unjustified reasons🙏🙏🙏🙏

समय के अनुसार हर समय-समय पर बदलाव जरूरी, नहीं तो हम पिछड़ जायेंगे पीछे रह जायेगे, आपके विचार काफी प्रभावशाली। मैं आपको उदाहरण देता हूं, आज इनकम टैक्स में रिटर्न भरी जाती है वह किस ऑफिसर के पास जाती है या स्कूटनी में केस आता है तो वह किस अधिकारी के पास जायेंगा , यह सब रिटर्न फाइल करने वाले को और किस अधिकारी के पास फाइल जायेगी कुछ भी पता नहीं होता है। इसी तरह FIR को सेंट्रलाइज कर दिया जाये हर शहर शहर में , एक इन्वेस्टिगेशन टीम या एजेंसी बनायी जाये। जो जांच करके संबंधित थाने को भेज दें। यह मेरे विचार है कोई दिशानिर्देश नहीं है। और एक बड़े स्तर पर हर राज्यो में होना चाहिए।

Sir, thanks for giving a common man information on the working of police stations especially on avoiding registration of FIRs. We feel that even a responsible police officer in- charge of police station is in a fix on whether to write down each FIR and afterwards on its solution not being found to get reprimanded from higher authorities thereby getting lower rating in
Annual confidential report or to save himself and avoid writing FIR. So as common sense goes it is always better to go for second option. Public generally abuse the police authority of not cooperating, but he is also justified. We donot think there can be any foolproof system that satisfies both the police officer and the victim. We should study the prevalent systems of writing FIRs of different countries that may enrich our knowledge and as a result amendment in rules can be effected.

सर मेरा भी फोन मेरे हाँथ से बाइकर झपट कर ले गये थे मैने तुरंत 100 न.डायल किया साल 2018 मे डायल 100 का पुलिस बल आया और रजिस्टर मे मेरी शिकायत लिखी। इसके बाद उन्होने कहा सम्बंधित पुलिस चौकी मे FIR लिखा देना । मै तुरंत उस समय गुरुदेव चौकी कानपुर गया ,वहाँ पर जो अधिकारी थे उन्होने FIRनही लिखी व कहा यार अगर हम मोबाइल चोरी जैसी रिपोर्ट लिखने लगे तो फ़िर हो गयी नौकरी तथा मुझे एक सही सलाह दी की इन सब काम के लिए COMPUTER मे FIR दर्ज हो जाती है फ़िर मैने यही किया व उसी के बेस पर अपना SIM प्राप्त किया। मुझे ऐसा लगता है मेरा भारत महान है और रहेगा।।

Sir, I being an employee in a Pvt Organization, after retirement made a House to spent my retirement period.
We were out of town & major theft took place.
We made a written complaint in the police station.
Estimated loss was around 2.5 lack.
No FIR , NO INVESTIGATION, end result was ZIRO.

Good suggestion. People in India are suffering for not hearing and registering their complaints /FIR. What you have told is that for this purpose parliament has to pass a bill in this matter and you are very correct. An MP elected by the people has to present this case in the parliament but unfortunately nobody raised this matter till today and I don't think that any MP will take up the matter unless people like you take initiative.
