Octillery and Remoriad are reminiscent of the Octobomb and Gunfish enemies respectively from Game Freak's Mega Drive action game, Pulseman. It's also a well known fact that *_WATER CAN DESTROY PULSEMAN_* because it shorts out his electric powers... in stark contrast to how electric is super-effective against water in Pokemon. Maybe Pulseman convinced Game Freak to let him do the destroying for a change.
Another bit about Octillery's design is that it's headpiece is based on m35 helmets that German soldiers wore in WWII. While I'm not 100% certain on this, perhaps the design was also tweaked due to that potential connection to Nazi soldiers.

Fact about Lugia: It was not originally intended to be in the games. In the 1997 Spaceworld Demo the leaked ROM has a full Pokédex programmed into the game, and Lugia is nowhere to be found, there isn't even a Pokémon that remotely resembles it in the Pokédex. It was most likely added to coincide with the anime. Also, Pokémon like Togetic, Wooper and Sunkern weren't planned to be included either, despite Togepi, Quagsire and Sunflora being in the game albeit with slightly different sprites, with Sunflora in particular having a minor redesign to having feet as it originally had roots and was stuck in the ground. Beta Sunflora really reminds me of Undertale's Flowey.
Houndour can be obtained before beating the game in Ultra Sun too. Although not caught, there's a chance it'll appear in the Poké Pelago once the player has reached Poni Island. It can also be hatched from an egg, also in Ultra Sun, if you catch a Houndoom on Route 12. Gosh, they really don't want you to have this one during the main story, do they?
