100% It was sorta hard picking just 12 characters that want all health. There really are a lot.
for RG I use defense sets with 4x health primaries, and as much %health secondaries on sq and diamond. reason being if you can get an extra 20% armor on him say from 55% to 75%, you multiply by the inverse so it makes a huge difference. just using the health stat,. at R5 he's 98k health ÷ .25 (4x) = 392k health equivalent. with health sets, you might be at 125k ÷ .45 (approx 2x)= 278k, or effectively 120k less. defense armor stat also applies to protection, so effective h+p is multiplied x4 vs x2. at higher relics, h+p increases as well as defense on RG. the LV multiplier compounds this even further. plus, his imperial phalanx additionally grants health up and defense up.
I think you're super right that often, especially on tanks with high armor, Defense is more valuable than health. It's a super hard sell to the community though LOL I'm slowly moving most of my tanks to D mods with health primaries as well. :) Thanks for the share!!

I like using defence mods on tanks. I’ve done it with Ninth Sister and she is incredibly tanky

Health sets on malgus with a CA arrow 😁 makes him more rng to kill for your opponents
I will say i have had experience (even down on my channel) to have wampa to have good tenacity and health. Not just health. I rock a, r8 93k health wampa with 163% tenacity and 294 speed. In 3v3 with that tenacity you can beat starkiller with palp mara jade. Plus i like the tenacity to help counter the iden teams better(as long as they don't have scout or tie pilot), and used in tw under wookies to counter the omi phasma teams.
Side note any data crons that give the protection up or bonus tenacity will benefit wampa as always.

The protection up on fulcrum vs geos isn’t the best bc it gets dispelled constantly. It’s probably better for offense/crit damage so you can kill the brood alpha quicker
But still have a health set
I like the recommendations that you made for Wampa and Bariss. I would also add Star Killer for his ultimate as well
