Don't paint it. That vent is probably plastic and is intended to ventilate not only air, but moisture (steam) which will ruin the paint on it over time. If there's any moisture built up behind the vent it may trickle down and under wet paint causing bubbles. I would keep it, or buy a new one. I like it as is cause it'd be easier to work with and the preexisting layer of paint may have been edged to it. Could cause some removal problems
The amount of moisture that would build up is minimal - it wouldn't be much worse than the ceiling. A good quality paint wouldn't be affected by this. The whole point of those vents is to dry out - so the issue would more be NOT running the fan long enough if you have any of those issues. The vent has the most airflow compared to any other areas of the ceilings - so it'd be the driest part most of the time. A little bit of this depends on your climate - if it's more humid on the outside, if the ducting is insulated well enough - but moisture isn't going to be an issue that can't be managed by just turning on the venting fan.

If you did it properly with spray paint it should be fine

I would remove it and spray paint it black, a few coats if needed, let it fully dry and reinstall.

I’d paint over it as I have done in my own home. Haven’t had a problem with the paint chipping since no one touches up there.
