Why not anyone coming to Odisha for it's manufacturing unit. We have good roads, Harbour, Airport, Iron ore and heavy steel manufacturing companies. Most important we have skilled youth working in other states.
Maharashtra has good accessibility of rail network, highways , labour , and trusted GDP contribution to economic activities of India whereas odisha dosnt have much port access which will make it tough for companies to export to Europe which is the main market , odisha is also prone to cyclones although good dedicated labour and roads.❤

This is not new I m from Karnataka I completed my engineering in Bangalore in 2017. It was never easy to get job in Bangalore. Lots of ppl from other states come to Bangalore thinking that there are plenty of jobs tbh youth unemployment has been rising in Bangalore since a very long time. Ppl from Karnataka are running abroad to get quality jobs from a long time.
