What if Blast is a shapeshifter, capable of changing his appearance and he got so powerful that he literally nerfed himself in order to feel what it's like to have a struggle in a fight again. Mumen Rider had no idea that Saitama was going to intervene and save him from Deep Sea King. There’s no reason for him to purposely lose a fight when there are innocent civilian lives at stake. Blast may be the type to tell people to not rely on heroes to save them, but I don’t think he’s the type to let innocent civilians alongside children get torn to shreds just for the sake of protecting his identity. It’s possible, but I highly highly doubt it’s plausible.
Mumen Rider saved Genos from The Deep Sea King! He's so useless that enemy's empathize him. Thats pretty powerful. And his famous "Justice Crash" move is incredibly powerful and it could easily take out several dragons at once!

Who they fought and at what point and time of their opponents skill/conditioning. So while Mumen Rider has lost a lot . . . you always have to consider who he lost to. I think when considering who the strongest C class hero is you have to have two considerations: Overall who is more consistent ability-wise and of course who has the most impressive feats. Like Gearsper has the greatest feat but it is clearly in that limit breaking/adrenaline rush kind of feat. We will have to see how repeatable it is.

To be honest Mumen Rider is an S class material even more so than Gearsper. Gearsper can't control his powers and what he did to Nyan seemed like a one time suicude effort. Je can't be reliably put to S class like he is right now. B-A class MAYBE. But Mumen? He took a punch from a paradiser to the jaw. We've seen these suits level skyscrappers for crying outloud. He took a beating from a hydrated Deep Sea King, while his base form was strong enough to rival S class like Genos and one shot A class like Stinger. He took a killing blow from Tank Top Master, who can toss half a building with enough force to cause it to break sound barrier. He even took a serious beating from freakin GAROU. And what do you know, he survived all of that. Half of those attacks didn't even put him down for good. His durability isn't just good, it's insane. All he's lacking is damage, but in OPM world that's easy to fix. If you'd give him a decent weapon like a laser gun made based on Genos's cyborg parts, he would easily be S class and I don't even mean bottom rank.
hey Gearsper endured a claw from Nyan and he is a Dragon category apart who also endured his own power overload since he is seen chapters after being loaded by Sekingar ._. and Mumen Rider had to wear a Neo Heroes suit to defeat a demon threat y and the "suicide act of Gearsper" is much more heroic than those of Mumen rider since he planned to give his life and miraculously survived ._.
