I do understand Shelby's point of view, but she shouldn't have sought her out only to say those things to her. Such an amazing actress both are in this scene though!

Shelby could’ve fought for visitation especially in Ohio where they recognise the genetic parents as the legal parents upon a child’s birth. So technically yes, Shelby did have to give her up. Usually it’s recommended to use a third party egg so that the surrogate mother doesn’t have any rights. Even with a contract, she could’ve decided to keep her baby as you don’t sign away rights until after a baby is born. It would’ve ended up in the courts and custody would’ve probably been split if she had pursued that. Surrogacy contracts are very dependent on the state and the judge if it goes to court. I’m not saying what Shelby did to Rachel was right. It was absolutely wrong but when she signed that contract she didn’t know what she was giving up either. She was a young twenty something kid which is probably one of the reasons Hiram and Leroy chose her. Seeing Rachel again after 15 years reminded her of the time she lost, and that she wanted to have the opportunity to raise a child from scratch. It was wrong to tempt Rachel with the possibility given that Rachel had never given too much thought to her mother at least not enough to go searching for her at 15. I do think both of them expected more from their reunion and thought they would feel a connection and maybe they did, but Shelby was also trying to do right by Rachel by not allowing her to get attached. She realised she went about the situation entirely wrong and was trying to do her best (even if it was ineffectual) to minimise Rachel’s pain.
I just kept thinking "damn it, the water is right there on the table!" She should have poured her a glass of water. It almost shows how unmotherly she really is cause she couldn't even manage that. (Although technically Rachel could have asked if she could have some for herself)
I think Glee missed an opportunity. They did both characters an injustice. What Shelby did altered something in her and you start to see how truly insecure she is in season 2. She’s not usually the girl picked first and that’s what it felt like when Shelby adopted Beth. Regardless of age, you always need your mother. I think the real mistake was them expecting it to be easy without putting any real effort into their relationship.
But Rachel wanted to try. It was Shelby who never considered the consequences meeting her daughter was going to have on her daughter's life. My big sister (she is my cousin but was raised with us after my uncle passed) met her mom when she was 36, the woman never actually care for her until on day that she called to see if my sister was willing to file a petition to bring her to the US. I never felt like killing someone until that day. That was 8 years ago and I still hate that woman. Parents/adults have to protect kids mo matter their age, Rachel had so many insecurities and Shelby added them.

I never really understood this Shelby's lack of empathy you would think that every cell in her body would be screaming. With her there was almost no maternal instinct.
Maternal and paternal instincts are a myth. Some people want kids, some people ONLY like their own kids, and some people are utterly indifferent to kids. Shelby is the sort of person who never wanted kids but is now being weird because she feels that she ought to feel something maternal about a kid she donated her egg to create.

I'm kinda awkward now--because of sappiness for one thing--but also because...maybe he was just being nice to me? Looking down on me? I mean, you could say I "forced" him to be my dad at one point, so maybe he was "forcing" himself to see my good qualities? It's kinda complicated really.
The scene before this is even better: the GLEE kids are watching Shelby's team practice when Shelby sings a solo to teach them how to perform while singing. Her singing is SO like Rachel that the viewer sees - without words - Rachel realize that Shelby was her birth-mother.
