On the gathering commissions, you don't need to "turn in" to get the glint, just hit that many nodes, open your quest journal, hit "Complete all commissions" and you get the glint and XP and keep all the materials. Also, when you do you get 500-1000 gathering XP as well. There is NO REASON to not pick up gathering commissions whenever you are in town. There are some Mayor commissions to collect XX of some materials, and those DO use the material when you turn it. But, for example, the turn in 25 stone one gives you 3.3k XP, and you can keep doing until you run out of stone or you use up all the completions available.

You need the tool to mine T2 nodes unfortunately. That's why T3 ores (like iron) are such a pain. No one can mine them without a T3 pick, which we can't make. So your mining runs eventually all respawn to T3 and get "tier locked". You just have to wait for a server reset at that point.
no, I had lvl 10 mining and was certified as apprentice (able to use the apprentice mining bags), but was unable to mine T2 rocks without the apprentice level pick

yes, every artisan category needs a new tool at each new level. Pick, Axe, Hunting Bow, Etc. (10 copper each for Apprentice)
