But how do you determine whether the results are low precision (but high accuracy) vs just random results that appear to be low precision and high accuracy. Especially when dealing with very small data pools?

I read somewhere random error could either be because of the measuring instrument or the environmental changes. Is it right
No ,not by the measuring instrument but small changes in the experimental setup surroundings or human errors too .
