Hey I added some non ELS police cars to my server but they were replacing the police one but know the lights don’t work on the car. Any help?

If it's replacing a GTA stock vehicle, then it's a replace model not an addon. Sometimes you may need to press E for the lights. However, if the lights aren't in align with the lightbar then you may need to edit the carcol numbers.
