[1] This part is talking about how harmony in the world has died; how people no longer speak/live in harmony/unison and agree with one another. "Niitakayama Nobore"/"Climb Mount Niitaka" was a coded message sent from the Japanese to announce their attacks on the US, leading to Pearl Harbour and then... Of course, the counter-attacks on Hiroshima and Nagasaki. Niitaka (新高) was the lead ship of the Niitaka-class protected cruisers of the Imperial Japanese Navy.

[3] Ever heard the phrase "You're treading in hot water"? Aside from that, soldiers in war wouldn't have to worry for or pay for their food where as common people would, due to the government spending all their money on the war and falling into what was known as the Great Depression.
[4] tora (虎) means "tiger" in Japanese, but in this case is an abbreviated radio codeword, an acronym for totsugeki raigeki (突撃雷撃), literally meaning "lightning attack," indicating to his superiors that the objective of complete surprise had been achieved. "Received" in the song's lyric refers to the reception of a radio. "今更" = now (after such a long time); at this late hour (i.e. it is too late for something)
