"Hogwash": Former ambassador blasts Canada's defence spending commitment

  • Former Canadian ambassador Ferry de Kerckhove says Canada’s NATO defence spending commitment of 1.67 per cent is “hogwash” and that the country is seen as a “laggard” by its peers.
De Kerkhove’s comments come as Prime Minister Justin Trudeau and other leaders meet in Washington, D.C. for the annual NATO Summit. Canada is the only NATO member country not meeting the alliance’s target that has yet to provide a roadmap of how it will reach two per cent of GDP, which NATO Secretary-General Jens Stoltenberg has said will be expected at the summit.
De Kerckhove said that while discussions at NATO are “extremely polite,” Canada is beginning to face pressure from other member states.
“This is a bit of hogwash for one of the wealthiest countries in the world,” he said of Canada’s current spending commitment. “We’re a very wealthy country and we should make a sacrifice,” he added.
Canada’s updated defence policy forecasts spending will rise from 1.37 per cent of GDP currently to 1.76 per cent by 2030.

A lot of comments on why this is Trudeau's fault. The 2% (GDP) commitment was agreed to in 2006 under Harper and he was PM until 2015, that's 9 years of doing nothing before Trudeau did nothing so the blame starts with Harper's conservatives. That's not a defense of Trudeau because he's also done little to help. When Harper took office in 2006 defense spending was at 1.1% of GDP and when he left it was at 1.0% he went backwards. So Trudeau took office in 2015 at 1.0% and it has risen to 1.37% nothing to write home about but still a gain. As a founding member of NATO it's embarrassing. The next government needs to do more but sadly with the options we have we'll likely go backwards again.

The next election will see me choosing with defense obligations very, very high on my dance card. That this is the first time I've felt this way (and I'm 50, having voted in every eligible natl election since 1990) is in itself remarkable - and likely evident of a personal coat-tail riding mindset. However, by memory, it hasn't been a part of natl elections for 25 years now - not as a serious plank in a major platform for any party save the conservatives who initially tried to dump f35 commitments.
We have a serious procurement issue, and of course a serious funding issue, but everyone has the latter, while the rest of the free world, save Belgium, has managed to stamp out procurement follies as the leading cause of military malaise, by and large. We remain in this embarrassing column at the moment, and today's announcement of submarine buys does nothing to ease my fears coming as it does at a purely politically pertinent moment. Decisions like this need to be 100% strategic, that is, battlefeild-centric. Annoucing at a 75 yr NATO anniversary gala in washington in order to quell criticism has all the cancerous DNA of the old procurement system.
We need proper, strategically developed plans to procure weapons, and perhaps introduce a must-go 2 yrs for all adults in either the military or peace corps. Maybe some non martial elements can be brought into the school system, like navigation, cold environment work, digital communications, you tell me. We need to develop a sense of ''Canadianess'' and investment among all Canadians, regardless how long their family has been in-country, so there may be some interesting coursework for schools there.

The only people who have seemingly benefited are those who "migrated" during that time? I'm tired of this nonsense so I'm just going to say it, the amount of money that Trudeau has just handed out to foreign migrants in the past ten years is utterly despicable. I had to work for every freaking dime and I had very few hand outs. But from what I've heard and what the studies are showing is that every migrant family is getting between fifty to one hundred thousand dollars, EACH! Not to mention, housing, free hotel stays, and immediate licensing for vehicular operation, immediate health care provisions, and otherwise. Canadians are dying from drug addiction. Caused by rampant poverty. So their solution? Well put the pieces together.

Former Ambassador Ferry de Kerckhove's view point is something EVERY Canadian should listen to. Our commitment to our Armed Forces has been dismal starting in the 70's with Justin Trudeau's Father, Pierre. We need to be wide awake looking at the state of the World and our incredibly lacking military. Now let me be clear, I completely support the Men & Women who decide to begin their careers in our Military and those who wish to make the Armed Forces their Career full stop. Canada used to be innovators when it came to building and designing vehicles for Military use. When the government basically closed the doors on Avro, most of it's engineers and designers left for careers in NASA. We need a stable and useful Armed Forces, with all the working equipment needed for the security of our land. Think about this, our North is expansive and has been on Russia and China's sights for a long time. Our defence,...we have 5000 amazing Canadian Rangers armed with the new Tikka Ranger Rifle in .308 but I have heard that some Rangers don't want the new rifle instead staying with the venerable .303 British Lee Enfield rifles (A rifle I have used for hunting for a very long time now), that's our defence in the North. 2% of our GDP should be an easy target to reach, and if they need help why not start selling Natural Gas and other energy products to our Allies Japan, Germany etc. Canada needs to put Justin Trudeau in our rear view mirror and embrace a government willing to invest in our security and our commitment to being a part of NATO. The sooner we do this, the better off we will all be!!
