No, just cross town rivals having a duel meet. More gamesmanship that you would see in an actual meet. Both teams would have been DQ'ed for unsportsmanlike conduct.
It's a local 2 team meet. It's not a high level sanctioned meet. No one will be running in lanes 3 and beyond in the 4x4. They've been doing this forever.

Also, the nature of the meet would not be typical of producing any type of respectable or recognizable record. it's more like a practice/tune-up meet in which local schools can have a realistic competition against each other athletes without the logistical issues of traveling and expenses. It's have been done for decades amongst high schools and colleges.

All of those people should not have been on the track while the race was in progress. The meet coordinators did not do their jobs.
