По этой причине был предложен закон о региональных языках, делающий язык официальным на региональном (если не на локальном) уровнях, который запретили после Майдана. Я живу в Хабаровске, абсолютно русский город, у нас есть национальные села ниже по Амуру, где много нанайцев и тд. Они учат и русский, и местный, потому что государство ввело школьный предмет "родной язык", который в зависимости от локации различается (да, нам добавили еще один русский язык, вау). Украина не мононациональное государство, чтобы держать при себе только государственный язык, есть/был Крым, населённый татарами и русскими, есть полурусский Донбасс, Закарпатье, где много венгров.
