There are few setups for that (i don't know them since i don't main DJ) but basically what happens is the ex.slasher is canceled into from very far of the opponent. thus, by the time the 2nd projectile hits, Deejay has recovered and can combo into ultra.
It takes my breath away when I stop the video and realize this is all being done through manual dexterity and practice. Desk is like a human TAS. Please tell me you at least use tool-assists when trying find combos that are actually possible. Or do you just heavily research frame data, hitboxes, etc. Otherwise, you must spend so much time in the lab finding and executing these things.

There's also the Rose Taunt that creates combo opportunities by hitting someone out of an attack.
