Ehhhh, this works but I wouldn't trust it.
Firstly you need enough speed to gain enough centripetal force because if gravity wins out...it's gonna be a big mess
Second, idk about the surface but you might have to worry about tall cups as their centre of gravity I higher so they are less stable and good old newton first law states that an object will continue it's state of motion, so what I'm saying is, if you stop the tray, the cups will continue and if they don't the liquid will

Centripetal force bring objects of mass towards the center. Centrifugal force pushes them away from the center. The liquids in the glasses are experiencing centrifugal force pushing them away from the center of rotation so they stay in the glasses instead of spilling out.
