They didn't reuse voices for NESTS Kyo. In fact, Kyo and NESTS Kyo sound different from each other. In my mind, I always considered NESTS Kyo to be the last Kyo clone that ran away from NESTS. His recurring appearances in the main games after the NESTS Saga (KoF XI, KoF XIII, as well as the spin-off games too) honestly made him fairly iconic. He's pretty much the what Kasumi Alpha was to the Dead or Alive series, and I consider NESTS Kyo to be the perfect Kyo clone in the same sense. He even had a move that was exclusive to him in KoF XI that I haven't seen since.
Rose-shrouded Confessor He's the original. XIII situation is, he's DLC and not real. Brown jacket is. (Also Classic Kyo isn't real in XIV, DLC is Dream Match)
Man, I really hope they bring back the concept of a Kyo clone. This time however, they should embed him into the story somehow. Perhaps a NESTS clone that was killed and then got resurrected by Verse? Perhaps he gets involved in a plot to capture the real Kyo and he has to save the original? Perhaps he enters the tournament for his own pleasure. Original!Kyo can keep Daimon and Benimaru while NESTS!Kyo has Chizuru and Shingo?
