Just my personal opinion since the Former President Duterte was the one who decided to pull out the Philippines from the ICC it appears that such decision was a prerogative of the Executive Department. Time has passed and we have a new President, the intelligent PBBM is now leading the Executive Department, with his long experience in the Senate and local government, it is high time that he should study and decide to join the ICC because that was the main intention of those senators who concurred to join the ICC long before FPRRD came into play.
