Senator Bato the meaning of violation of human rights is when a people in power in a country orders the killings of innocent people without due process. It is very different when a law enforcement officer is killed in the line of duty because the officer is killed not ordered by a person in high power. As the PNP Chief, when your officers are killed in the line of duty by criminals, you can catch the criminals and file charges. It is very different when a person in power orders the killings. It is a violation of human rights because the victims have no power or ammunitions to defend themselves. Read and learn about the meaning.
