It’s good that the switch is 2 pole, since that came from an era where non polarized plugs weren’t used. They didn’t know which wire would end up being the hot wire.
When replacing the cord on something, two wire cords should only be used on things with non conductive chassis. If whatever you are working on is plastic, a two wire cord is fine. Since this variac has a metal body, it should have a 3 wire cord to protect against the chassis from becoming hot if there is ever an internal wiring fault.
