If your call sign is N198MR, then you would say "November One Niner Eight Mike Romeo". If you were talking to ATC and the controller said something you didn't understand, you might say something like, "Say Again, eight mike romeo". If you said "Say Again eight mike roger" then it could confuse the controller into thinking that you understood him by saying "roger", especially if the connection was bad. You can also use Roger in combination with other words like "Roger Wilco" (Roger, will comply). Aviation communication goes to great lengths to avoid mistaking words or meaning. For example, "three" is pronounced "tree", "Five" is pronounced "fife", and "nine" is pronounced "niner". Got it?
