Display devices like your monitor will upscale the video by increasing the number of pixels based on existing ones if the resolution is lower than it’s resolution. And it will downscale the video by decreasing the number of pixels (more like squeeze) if the resolution is higher than your monitors’
The screen doesn't dictate what videos it can display it just dictates how the image will be displayed. So you can watch a 360p video with only half of the pixels of a 720p video and it will just look blurrier.
