I think they don't even overlap. Both are the greatest at what they do individually, and target different tastes. So yes, both are arguably number one. Personally, I like TPAB way more because Jazz is just one of the best genres of all to me. And I'd say ai prefer the depth of DAMN and Mr. Morale over gkmc, but all are great albums.
what really elevates damn for me is the context he gave in an interview that if TPAB is him trying to change the world, damn is his direct reaction to the reality that he cant. along with the idea that damn is a reaction to a tragic realization, he actually has this tragic realization in XXX. when he says "alright kids lets talk about gun control" to which the reaction was nothing except the single word "DAMN." dont see many people talking about the xxx. connection
After understanding the themes of damn of wickedness and weakness, and How you can listen to It in 2 different ways and How the singular interpretation of all the music has a different meaning depending on the path you choose, made the album damn sit as my favorite for the moment, the second is GKMC, the third TPAB and the fourth Mr Morale, the funny thing, i love them all.

I don't know if Kendrick is the best rapper of all time, but he is(in my opinion) unquestionably the greatest album artist in all of hip hop. His ability to make full album statements is unparalleled by most artists in general save for a couple others like the Beatles and Pink Floyd.
I feel TPAB is the best music, and DAMN. the best lyricism and storytelling. TPAB is just banger after banger and yada yada yada we all know why its good. DAMN is amazing because it has an amazing plot twist not just in duckworth but the entire album, as he explained DAMN tells the story of Kendrick submitting to God and becoming a better person. But if you play it in reverse it tells the story of his descent into wicknedness, which is just, fucking mind-blowing. Although musically it is a stepdown from TPAB

My interpretation of momma is that it’s about the trip that Kendrick took before releasing the album. He went to Africa before the release of the album, and the trip really opened his eyes, even so much as changing the album name to what we know now. When he says “Thank god for rap It may have got me a plaque But it helped me find home” It means due to the commercial success, he was able to take the trip and connect to the culture of the African people.
