Garter snakes. They're harmless. They live in groups so seeing many of them close together is common. They are *technically* venemous, but the venom poses no threat to humans because of how weak it is and how little they make. They only produce enough to take down small prey like frogs and mice. Their fangs are also located in the back of their mouth, so they wouldn't be able to effectively envenomate a person. The most you have to worry about with garters is being musked on.
