It is. That said, a flush is not a common hand in Poker; try getting something like that and still losing. It's a more frustrating feeling than you might think. All of the characters in this game have multiple responses to getting a straight or better and still losing.
Brock didn't bet on a flush, though-- he bet on a pair of nines. The community cards just happened to become a flush on their own that let Sam still win with the flush he had by card four. A flush in hold 'em doesn't mean anything if you don't use any of your own cards for it.
In fairness, Brock's reaction is perfect. Going from "Oh yeah. I got this" to "RRRRRrrrrrrAAAAAAAAAHHHHHHH!!!" And yet he did not draw out his knife and stabbed the table. That is some self-control on Brock's part. As that table would be D-E-D. Dead.
