When I did this in April, the simulation predicted Larson would win, and look what happened.
Also in that same race, there was a crash late where Suarez flipped 9 times on the frontstretch. And there was definitely a lot more passing than the actual race.

This track is like Richmond or Darlington, in that its a Tire window, not a Fuel window that dictates when you pit. The base ini file for this track has the AI pitting a bit to soon for tires though, I myself am still trying to figure out the correct adjustment to make.

By the way there is a program where the lapped cars can move to the back of the line on one to go. But keep in mind it can cause issues especially at short tracks because sometimes the lead lap cars are not very intelligent at passing the lapped cars.

The AI bugged on pit road is a track issue. A lot of downloaded tracks have this issue, likely because the creator created it solely for online racing and didn't put much focus in the AI behavior.
