If all the values for change in cost ( that we calculate by making loops) are positive then solution is optimum Meaning is that if you make one allocation in that cell total cost will increase positively and we dont want it and we don't change the solution If change in cost is negative meaning is that if you make allocation in that cell cost will decrease and so you try to allocate in that cell I hope you got it You can find solution to same problem in pdf link is provided in description section
