Sir very nice explaination but can you please tell me if the all the values is -ve then and then optimalilty has been reached? Or +ve ?

If all the values for change in cost ( that we calculate by making loops) are positive then solution is optimum
Meaning is that if you make one allocation in that cell total cost will increase positively and we dont want it and we don't change the solution
If change in cost is negative meaning is that if you make allocation in that cell cost will decrease and so you try to allocate in that cell

if you have more than one negative value, select the cell with highest number for creating loop, because that number indicates the possible reduction in cost per unit, so higher the number greater will be reduction in cost
