So IMO Wilzig is at cave dumps his jacket then meets Lucy that night then the next day or maybe even later Max and Titus go to cave. The Power suit is a practical effect, as are the vault doors. Yes there are more Ghouls than Cooper. (His pre war name) In game not welcome in most settlements. Ghouls are tough, heal wounds and are immune to radiation.
